The fix, by hand
  1. Audit existing object ACLs: gcloud storage objects list gs://‹name›/** --format='value(name,acl)' (or gsutil ls -L).
  2. Translate any non-default ACL grants into IAM bindings on the bucket (roles/storage.objectViewer, roles/storage.objectAdmin, etc.).
  3. Enable uniform bucket-level access: gcloud storage buckets update gs://‹name› --uniform-bucket-level-access. (Note: the bucket must have no public ACLs first; remove allUsers / allAuthenticatedUsers first if present.).
  4. There is a 90-day undo window. Gcloud storage buckets update gs://the resource --no-uniform-bucket-level-access can revert if a workload breaks within that period.
  5. Update IaC modules to set --uniform-bucket-level-access by default on new buckets.
