The fix, by hand
  1. Open Cloud Console → Compute Engine → Disks → the resource.
  2. Create a snapshot schedule (resource policy): gcloud compute resource-policies create snapshot-schedule ‹policy› --region=‹region› --daily-schedule --max-retention-days=30 --start-time=02:00.
  3. Attach to the disk: gcloud compute disks add-resource-policies ‹name› --zone=‹zone› --resource-policies=‹policy›.
  4. For longer retention, use Backup and DR Service (Backup vault) instead of raw snapshots.
  5. Verify the first snapshot lands: gcloud compute snapshots list --filter='sourceDisk~‹name›'.
  6. Test restore at least quarterly. An untested backup is not a backup.
