Chargeback
Billing each team's cloud cost against that team's own budget, so it competes with their other spending. It creates strong accountability but needs accurate, agreed allocation, and can become more work than it is worth if the rules grow too complex. Why it matters: It makes cost a real budget decision for the team that causes it.
