1. Concept

A common chargeback failure mode: the system grows so complex it requires dedicated engineers to maintain it, and the chargeback engineering cost exceeds the savings or accountability it enables. The org has built infrastructure to support its own internal billing system; that infrastructure becomes the cost it was meant to manage.
