1. Concept
An escalation matrix is a documented mapping of anomaly severity → who responds, when, and with what authority. Without it, on-calls default to “I’ll handle it” or “someone else has this”: both wrong. With it, every anomaly has a clear owner from the moment the alert fires.
THE MATRIX answers four questions per severity: WHO responds WHEN they engage (SLA) HOW quickly they must triage and decide WHAT authority they have (cut resources? page leadership?)The matrix is one page. It’s the most-referenced runbook in the FinOps function.
A standard matrix

What escalation enables
The single biggest benefit of an explicit matrix is avoiding diffusion of responsibility:

Escalation triggers
The matrix defines when to escalate UP a level:

Authority bounds vary by severity. The matrix should be explicit about what’s permitted at each level:

EMERGENCY LEVEL: full incident response: All of critical, plus: ✓ Page on-call escalation (engineering manager / VP) ✓ Initiate formal incident response process ✓ Coordinate response across teams ✓ Cut resources without owner approval (with after-action review) ✓ Engage security if compromise suspectedThe “safe to cut” qualifier matters. Cutting a customer-facing production resource to save cost is usually NOT safe; cutting a stuck test cluster is.

INSIGHTS to extract: Are escalations happening when they should? Is the matrix tuned right (too sensitive / too loose)? Are there recurring causes that need structural fixes? Is the on-call burning out?The matrix should evolve based on the data. Start strict; loosen if false escalations are common; tighten if anomalies are escaping unhandled.
