Tags as organizational debt

1. Concept

Tags accumulate over time. Without governance, tag inconsistencies, value drift, and dead tags become entrenched. Like technical debt in code, tag debt compounds; every quarter without cleanup makes the next cleanup harder, and every report based on dirty tags is one decision away from a wrong answer.

Tag governance is the difference between a 5-year cleanup project (expensive, painful) and a continuous 90%+ posture (cheap, invisible).

Treating tags as code

The fix: treat tag policy as code, not as an informal agreement.

The “code” lens makes tag policy versionable, reviewable, auditable, testable. The same engineering discipline that keeps code healthy keeps tags healthy.

The canonical tag set (starting point)

Most orgs converge on a similar starter set:

The mandatory set is small (4-6 tags). More tags = more debt. Start minimal.

Governance posture: three levels

Terraform/IaC requires tags.
Console-created resources still drift.

+ automated remediation (auto-tagger from owner heuristics)
Coverage: 95-99%.

Most teams jump from Level 0 to Level 1 first (quick wins from IaC). Level 2 is the steady-state for mature FinOps orgs.
