1. Concept
Minimum Viable Tag (MVT) set: the smallest collection of tags that enables team attribution, environment routing, and cost-center alignment. The MVT is the floor: every resource has these; some resources have more.
MVT (4 mandatory tags for most orgs): team who owns this resource (operational) environment dev / test / stage / prod (policy routing) cost_center financial allocation (chargeback) owner escalation contact (incidents, questions)The four tags solve 80% of the use cases that justify tagging in the first place.
Why exactly 4 tags
TEAM Most operationally important Drives schedules, reports, oncall, ownership Without team: cost-allocation impossible

MORE (5-10 tags): Fragments and decays Engineers forget; new resources miss tags. Better to extend MVT later via opt-in additions.The MVT is the discipline. Every additional tag is debt unless it has a clear, justified use case.
Allowed-value lists per tag
For each MVT tag, the policy specifies allowed values:
team: {payment, ml-infra, data-platform, sre, finops, growth, billing, mobile, api, search}
(Update list per reorgs; sunset deprecated names with 90-day deprecation window)
environment: {dev, test, stage, prod}
(Lowercase. No "Production", no "prd", no "pre-prod". Add "preprod" only if you genuinely have a 5th env.)
cost_center: {ENG-001, ENG-002, ML-001, DATA-001, ...}
(Finance owns this list; pull from chart of accounts. Updated quarterly with finance.)
owner: email address pattern (e.g., user@company.com) OR group address (e.g., team-payment@company.com)
(Prefer group addresses: survive employee turnover.)Allowed-value lists prevent the variant proliferation that destroys reports.

Tag value standardization rules
RULE 1: lowercase by default "prod" not "PROD" or "Production"
RULE 2: hyphens not underscores or spaces "payment-team" not "payment_team" or "Payment Team"
RULE 3: no plurals "service" not "services"
RULE 4: short, specific values "rds" not "relational-database-service"
RULE 5: published canonical list per tag Anywhere in code/docs that adds tags references the canonical
RULE 6: 90-day deprecation for value changes Don't delete old values immediately; mark deprecated, sunsetThese rules are arbitrary in detail; the discipline is having and following ANY rules. Pick the convention, document it, enforce it.
Enforcement levels: preventive, detective, reactive
PREVENTIVE (best: catch at provision time): CI rejects Terraform deploys without MVT tags Cloud policy rejects console creation without tags Resources cannot be provisioned without MVT
