Sydney has a region from each provider (Azure lists Australia East as New South Wales). Melbourne now hosts the second region for AWS and Google Cloud.
Sydney observes daylight saving time; Brisbane does not. A Brisbane team using Sydney-hosted environments is on the same clock as Sydney for half the year and an hour behind for the other half. Scheduling in Australia/Brisbane rather than Australia/Sydney keeps their start and stop times correct all year.
