The fix, by hand
  1. App Service plan → the resource → Apps. Review the list of hosted Web/API/Function apps.
  2. If empty, the plan is pure cost. No apps means no compute usage but the plan is still billed.
  3. Before deletion, confirm no deployment slots, certificate bindings, or hybrid connections still reference the plan.
  4. Plan → Overview → Delete (the button is greyed out while apps exist).
  5. Alternatively, consolidate apps from other underutilised plans onto this one and delete the others.
  6. Validate billing impact in Cost Management the next day.
