The fix, by hand
  1. Open Automation Account → the resource → Process Automation → Runbooks.
  2. Review the Jobs blade. Confirm zero runs in the last 90 days.
  3. Check Schedules and Webhooks for anything still wired to external triggers (Logic Apps, alert action groups).
  4. Export any runbook source you may want to keep (download as .ps1 / .py).
  5. Delete linked schedules and webhooks, then Automation Account → Delete.
  6. Audit billing the next day; idle Automation Accounts mostly cost via Log Analytics linked workspace ingestion. Confirm that drops too.
