Lifecycle policy
Every snapshot keeps billing forever until explicitly deleted. Lifecycle policies were never set. Result: snapshots of volumes that no longer exist, of databases that were decommissioned years ago, of test data that nobody owns. Detection: snapshots older than 90 days with no associated resource and no tag indicating retention policy. Fix: set lifecycle policy, delete the eligible backlog.
