1. Concept
Budget thresholds (50%, 75%, 90%, 100%, 110%) need escalation chains; explicit answers to “who gets notified at this crossing” and “what action they should take.” Without explicit escalation, notifications fire to channels nobody owns, alerts accumulate, and budget discipline silently dies.

Why explicit escalation matters

Escalation timing
The mechanic that turns notifications into actual response:
