Org-level MCP toggle

1. Concept

Before any individual PAT can connect to MCP, the org must enable MCP at the organization level. This is the central kill switch: one toggle stops all MCP activity. It exists because compliance teams need a single, auditable lever to control AI-agent access to cost data.

The toggle is per-org, not per-user. It’s the foundation; individual PATs are the next layer (M6.3.L1).

WHY OPT-IN by default:
Don't surprise compliance / security teams
Force a deliberate decision before AI access exists
Customer can read the docs (M6.1, M6.2), discuss internally, enable
Reduces "we didn't realize AI was on" scenarios

Opt-in by default is the safer position for AI integration features. Customers turn it on when they’re ready.

Who can toggle

Organization Admin
Owner
ROLES that cannot:
Member, Viewer, custom roles without org:update policy
This prevents an engineer from unilaterally enabling. The decision
is intentionally restricted to org-level admins.

What disabling does

WHEN TOGGLED OFF:
✓ Existing PATs continue to work for non-MCP APIs
✓ Existing MCP connections receive "MCP_DISABLED" error on next call
✓ New MCP connections fail immediately
✓ Users see clear error: "MCP is disabled by org admin"
✓ Non-MCP API + UI calls continue normally
EFFECT: ALL MCP activity stops within ~30 seconds of toggle.

So if a security incident happens or compliance requests a halt, one click stops everything. Other ZopNight operations continue.

Audit trail of the toggle

DON'T enable silently. The deliberate process is the point.

The four-layer compliance posture

When the CISO asks “How is AI agent access to cost data controlled?”:

Each user has their own PAT; rotated quarterly; revocable.
LAYER 3: Read-only by design (ZopNight contract)

Every action logged; SIEM export for long retention.

Four independent controls; any one can be tightened or relaxed without the others. CISO conversations are easier when these layers are documented.

When to disable

Re-enabling

✓ No re-provisioning needed
✓ Audit log records the re-enable + reason
Smooth re-enable means temporary disables don't disrupt
workflows long-term. Engineers' AI tools reconnect on next call.

Multi-org accounts

For customers with multiple ZopNight orgs (e.g., one per BU after M&A):

Integration with PAT policy

PAT POLICY can require:
Max PAT age (e.g., 90 days)
Manager approval for new PATs
Forced rotation cadence
Restricted PAT scopes
If MCP toggle is off: PAT policy doesn't apply (no MCP usage)
If MCP toggle is on: PAT policy + MCP toggle are layered controls
