Usage-based attribution

Equal split is the default for three reasons. Simplicity: no usage data required, no manual configuration. Predictability: teams know what to expect; the share does not change month-to-month based on traffic. Avoids gaming: usage-based attribution can incentivize teams to "off-load" by reducing their measured usage (e.g., caching aggressively to make their share smaller while still benefiting from the resource).
