Triage
When a cost anomaly fires, the first 15 minutes determine whether it becomes an incident (cost overrun, requires response) or stays an event (recorded, no action). The same anomaly can be either, depending on what triage uncovers. Discipline in the first 15 minutes is the difference between a clean close-and-document and an after-the-fact "wait, that was $14K?"
