Savings overlay

The Cost Flow Sankey has an optional savings overlay that highlights flows with reclaimable spend (open recommendations) and a separate unattributed teams overlay that highlights resources without team tags. Together, these overlays turn the Sankey from a "where is the money" view into a "where to act on the money" view.
