Per-team budget

The total is the same spend; different budgets watch different slices. When db-prod-orders crosses 75%, only the DB team is alerted. The platform team's per-team budget is not affected because the resource's spend is a fraction of the team's total. When the team's per-team budget crosses 75%, the whole team gets alerted.
