Default dashboard

Every ZopNight org has exactly one default dashboard. This is the dashboard new users land on when they first sign in, and the one any user sees on /dashboard if they haven't bookmarked a specific dashboard. The default is set by an Admin; the decision affects every user's first impression of cost data.
